Article 1
The Taiwan Surgical Association is entrusted by the health department to handle the accreditation of surgical specialist training hospitals, and has created the “Taiwan Surgical Association Quality Management Committee” to undertake this operation (hereinafter referred to as the “Committee”).
Article 2
The Committee has a Chairman, who is appointed by the Director. During his/her term of office, which is the same as the Board of Supervisor, the Chairman is charged with the business of the Committee, the implementation of the relevant resolutions of the Committee and the Board of Supervisors, and attend meetings of the Board of Supervisors reporting on the Committee’s related affairs, and the Committee's resolutions on members’ rights and interests must be submitted to the Board of Supervisors for approval.
Article 3
The maximum number of members of this Committee shall be 40, and one Executive Secretary shall be recommended by the Chairman and appointed after the approval of the Director. The Executive Secretary is appointed for a term of two years. When a Committee membership becomes vacant, the Chairman shall make a replacement after obtaining the consent of the Director.
Article 4 Committee member qualifications:
- Education qualification: Member shall be a graduate of a surgical department of a domestic medical institution, and possess the qualification of a specialist in health and surgery.
- Experience qualification: Member shall have served as the primary attending physician of a teaching hospital for more than ten years (inclusive) or as a lecturer (inclusive) designated by the Ministry of Education.
Article 5 Tasks of the Committee:
- Evaluate surgical specialist training hospitals on an annual basis, verify and submit the results to relevant health authorities and undertake public announcements. The Committee will appoint the relevant evaluation committee member.
- Audit and calculate the training capacity of surgical specialist training hospitals on an annual basis and report it to the health department for future reference.
- Formulate and revise the "Standards for Accreditation of Surgical Specialist Training Hospitals," which will be implemented after public health announcement by the Executive Yuan.
- Formulate and revise the "Standards of the Training Course for Surgical Specialists," which will be implemented after public health announcement by the Executive Yuan.

To promote the improvement of surgical medical quality and its related matters and planning, five working groups are listed below:
(1) Training system planning group: plan the recruitment and training system to attract more ideal surgical resident physicians.
(2) Quality index establishment group: formulate the quality index of the surgical training hospitals.
(3) Resident physician training group: establish a qualified and high-quality surgical resident physician training system, as reference for surgical departments of all training hospitals.
(4) International quality reference group: collect the quality indicators or training rules of the United States or other advanced nations’ surgical societies.
(5) Network operation planning group: Establish the Committee’s webpage under the Medical Association’s website and the Committee’s online operations.
Article 6
The Committee shall hold two meetings every year, which shall be convened by the Chairman. If necessary, it may hold ad hoc meetings.
Article 7
In accordance with the provisions of Article 25 of the Articles of Association of the Taiwan Surgical Association, these Organizational Rules shall be formulated and passed by the Council of the Taiwan Surgical Association and implemented or amended accordingly.
